KITGUM — Forty-five District Councilors and the Chairperson of Kitgum District Local Government have completed a two-day induction aimed at strengthening their understanding of local government law, council procedures, leadership responsibilities and effective decision-making.
The induction, held from 13th to 14th August 2026, brought together all 45 District Councilors and the Chairperson as part of efforts to equip the Council leadership with the knowledge and practical understanding required to effectively execute their mandate.
The two-day programme received significant support from Hon. Oryema Simon Peter Adum, Member of Parliament for Chua West Constituency, who contributed UGX 10 million towards the training and donated more than 100 copies of the Local Government Act, Cap. 138, as amended in 2026, meanwhile Hon. Dr. Lillian Aber and Hon. Okoya John Calvin extended their Modest Support in undisclosed figure to the cause creating a strong bond between these legislatures and the District in particular
The copies of the Act were distributed to the Councilors as reference materials to guide them during council meetings, debates and deliberations, particularly on matters requiring interpretation and application of local government law, while they were taught on how to quote it correctly.
The support comes at a time when the Councilors are taking on the responsibility of representing the interests of their respective communities and participating in decisions affecting the development and administration of Kitgum District.
The training was facilitated by experienced local-government practitioners, including Mr. Komakech John Ogwok as a Co-Facilitator, the former Chairman of Kitgum District Local Government from 2006 to 2011, and Dr. Opul Joseph Olanya of Gulu University as the lead Facilitators who later on received a Certificate of Appreciation and his co from the Council through the Speakers Office.
Drawing from their experience and knowledge, the facilitators took the Councilors through key aspects of local government administration, leadership, council procedures and the legal responsibilities attached to their positions.
Particular emphasis was placed on the importance of understanding the relevant books of law as a foundation for informed debate, effective oversight, accountability and responsible decision-making within the District Council.
With the induction now complete and the Councilors equipped with the relevant legal framework, the focus shifts from the training room to the Council chamber, where the knowledge gained will be put into practice through informed deliberations, responsible oversight and decisions aimed at improving service delivery and advancing the interests of the people of Kitgum District.
The session concluded with a friendly match between the District Councilors and the Technical Teams at Kitgum Bomah Ground which saw the latter winning 2-1
