KITGUM — The Member of Parliament for Chua West Constituency, Hon. Oryema Simon Peter Adum, has donated UGX 10 million and more than 100 copies of the Local Government Act, Cap. 138, as amended in 2026, to support Councilors participating in a two-day induction programme at the District Council Hall.
The contribution is intended to strengthen the capacity of the Councilors and improve the quality of deliberations by giving them access to the legal framework governing their work.
Speaking during the handover, Hon. Oryema said the support was motivated by the need to improve the conduct and flow of council business, particularly by ensuring that councillors are better acquainted with the laws and procedures that guide local government operations.
He also pledged to extend further support to the Lower Local Governments within his constituency by providing relevant reference materials and supporting the induction of Councilors. He described the initiatives as part of his broader commitment to strengthening grassroots governance, enhancing the capacity of local leaders, and improving the effectiveness of Council deliberations.
The donation was welcomed by the District Speaker, Hon. Oryem Charles Olweny, who thanked the legislator for what he described as a generous contribution to the council.
Hon. Olweny said the support would leave a lasting mark, noting that such assistance to the council was significant and deserved appreciation.
He urged members of the council to make full use of the donated copies of the Local Government Act by reading and familiarising themselves with the laws governing their responsibilities.
The Speaker emphasised that councillors need to understand the legal framework underpinning local government if they are to effectively participate in council deliberations, exercise their oversight responsibilities and make informed decisions on behalf of their constituents.
The donation of the legal reference materials is expected to help councillors improve their understanding of council procedures and the statutory responsibilities attached to their offices.
The UGX 10 million financial contribution, together with more than 100 copies of the Local Government Act, therefore represents support towards strengthening the institutional capacity of councils in Kitgum District.
The focus will now be on how the resources are utilised and whether they contribute to more informed and effective council deliberations across the constituency.
